Last time I did this, a few decades ago, with great results was a page scanner with built in OCR, must be better these days. (probably cheaper as well) Adobe Acrobat Pro has an OCR, IIRC my old one did a pretty good job. There is FreeOCR, I haven't tried it, though. More recently, had a coworker do some online, but forgot the name, we tried several, most did okay. Another option is to use a scanning service if available. In alternative, powetToys has a lot of goodies for windows, which also included a powerful text extractor based on the above suggestion.
