Use Design Center (Ctrl+2). Navigate to the source dwg, expand Layers, Drag and Drop.

You could also use matchprop to match properties between open drawings. It works well to copy dimension styles also. After you select an object the command line gives you an option for settings. The settings lets you control what you want to match.

All I do is copy a line or something in that is on that layer into the drawing that I want the layer to be in, and then delete the object. The layer will remain there.

What if you need to bring in 100 layers?

Design Center is the way to go. You can bring in the layers without all of the dimstyles, textstyles, linetypes etc. that come in with geometry.
