Inserting from palettes is creating unwanted scales

I have searched for an answer to this - my apologies if I've missed a previous thread.

We have a template file that has a very shortened and edited scale list. When I insert a block from a tool palette (or when I drag and drop from the Design Center), AutoCAD adds back the scales that I've deleted. This doesn't happen if I use the Insert command or click "Insert Block . . ." in Design Center.

So why is it doing this (I think it is sort of restoring defaults)? All of the blocks I've created (and it does this with all other blocks as well) are set at a 1 scale with no auxillary scale in the palettes, and I've set all INSUNIT variables to 0.

Any help is much appreciated. I want my scale list to stay tidy, but I really want to use palettes for inserting blocks.

Thanks in advance to all who know more than me.
