Not a fix to your problem but I'd recommend switching to MLEADERS.

The text stays the same when I rotate them. You might look through any SysVars that involve text and/or rotation.

Could be your text style settings as well. Was this ever annotative?

No real time for an in-depth troubleshoot, but so far I couldn't get mine not to rotate correctly.

For making MLeaders ... Leader to Multileader | CAD Tips (cadalyst.com)

Text\Mtext\Attribute 2 Mleader (theswamp.org)    Not sure if the one on CADTutor is the same, but ... changing text/mtext to multileaders...  (cadtutor.net)
