Since you're on Civil 3D, you should be able to rebuild the surface with those. That doesn't help with profiles or corridors, though. The first strategy, of course, is to ask for the unexploded version, but I guess you tried that already. Seems like it would be a lot easier for them to remove whatever they don't want you to have than for you to restore all that lost information. But some companies are like that.
