NEED A HELP TO SOLVE ISSUE IN BLOCKS WITH ATTRIBUTES

HI ALL, 
IF YOU DONOT MIND ,  I WOULD LIKE TO GET YOUR HELP TO SOLVE ISSUE WITH BLOCKS WITH ATTRIBUTES, 
I HAVE AN AUTOCAD FILE CONTAINS BLOCK WOTH ATTRIBUTES , AND THE ATTRIBUTES HAVE VALUE  , AND IN THE SAME FILE I HAVE THE SAME BLOCK WITH SAME NAME AND SAME TAGS , BUT THE ATTRIBUTE VALUES ARE DIFF. , 
I WANT TO : 

- CHOOSE ONE OF THOSE BLOCKS

-MAKE ALL BLOCKS IN THE DRAWING WITH THE SAME NAME OF THE BLOCK I SELECTED ,  TO HAVE THE SAME VALUES OF THE ATTRIBUTES OF THE BLOCK I HAVE SELECTED .

its an express command so you would need to have that installed.

THE GATTE IS RUNNING IN AUTOCAD , BUT IT DIDNOT WORK TO MAKE JOB DONE BY IT .

I THINK I FINDOUT WHY GATTE COUNTS 0 , AND DONOT WORK , BECAUSE THE BLOCK IS DYNAMIC .

This is for Title blocks in layouts, fill out one title block and all attributes are copied, not sure if you have say Model only.
