I'm still just learning the basics of CAD (LT), so I figure I probably messed up something really simple..

I drew a landscape design in model at 1:1, then had to make about 4 different layouts for different layers. I made two viewports on every layout, one for the title bar and one for the plan. They were all scaled to fit at 20000:1 because I'm drawing in mm (at 1:200) and needed it in meters. They all show up properly on layout.. however when I go to plot them at the right scale, the sizing is off on all three different layouts. When I try to plot them at 100:1, it nearly fits, but not quite. None of the other 'standard' scales (10:1, 1:1, etc) work either!

What am I doing wrong? Please and thanks!

To get the best answer you should post the drawing, or enough of it so we can open it and provide correct answers.

...because I'm drawing in mm (at 1:200) ...

Is your drawing in modelspace at 1:200? You should always draw at 1:1 in modelspace and scale your viewports to get the desired printed scale...

Skratch that - I mis-read your post...

As rkent has said, if you post the drawing, it will be easier for us to help you.
