I received a base drawing from a client that has linework at different z-axis coordinates. Everything should be drawn with the z coordinate being 0. How can I force everything to stay in 2D and make all z coordinates equal 0?

try FLATTEN.

 

When FLATTEN fails on me, and if there are limited number of different kinds of objects - I use QSELECT to seleect the objects in group and then use CHANGE > Elevation to move it all to Z=0.
