as far as i know this site doesnt have a material library. Did you follow a link to some other site?

Can you get to your materials tab window or is that the issue? I have 07 and 09 but dont have 08. I know the layout of 08 was similar to 07

Once you ahve your material window open you will create a new material using one of the templates in the material editor(Realistic, advanced metal...) Below that you will have a few boxes for Diffuse map, bump map, opacity map. There is a select button and this is where you will link to your jpeg. The sphere(or whatever mapping shape you choose) will show your material like in the screen shot.

When I Downloaded Them It Said I Had To Import Them First, And When I Open File The Format Is Unfamiliar, More Than Likely It Is Something So Simple But Cant Figure Out Why They Are Not Impoting.

can you show me where you downloaded these from?

here is a site with a good amount of materials

http://www.cgtextures.com/

If you go through that site you can download different pixel sized images as jpeg files. just save them on your computer somewhere you can get to and do just as i stated above to use them as materials.
