The OP has all his dimensions and text in model space but wants to utilize layouts and paper space.

Since everything is in model space the key to keeping dimensions from being different sizes in different viewports is to set up different sized dimensions on their own layers. These can then be controlled by freezing or thawing them as required.

 

Example: You might want to use two dimension scales; 1/8 and 1/4. You could set up a layer called DIM96 (for the 1/8th) and DIM48 (for the 1/4).
