I had a Problem with a Blank DWG with a large file size. There were No objects in drawing but file size was 4.5 MB, purge, audit, nothing fix it. I made a block with all objects, and I insert that block in a new file with the Design Center . finally works, new file size 450 KB . Using Architecture 2014.

There are many reasons for drawing bloat.

Look with Civil3D in Toolspace ; Settings ; Pipe Network ; Delete part lists like Full Part List if they exist.
