Better late than never.. I ran into the same problem trying to customize the same exact thing!

 

Copy the macro for "Toggles Object Snap Mode" (from Temporary Overide Keys)

^P'_.osmode $M=$(if,$(and,$(getvar,osmode),16384),$(-,$(getvar,osmode),16384),$(+,$(getvar,osmode),16384)) 

 

Create a new command under Command List (star with a sprite) name it ....(something Osnap)

Drag (something Osnap) into Shortcut Keys......... add macro and F2.
