"Drawing contains large number of annotation scales" dialog

Hey all! Been a while... New job... Working in 2008 LT SP1 right now, and have been noticing most drawings I have inherited are HUGE! Even a blank drawing I have created from deleting objects, purging, ran "audit" and saved back is still over 300kb. Decided to open this up in ACAD LT 2012. and get this dialog... Clicking YES and saving the file reduces the file size in some cases 10 fold... Is this option available in 2008 LT? If so, I do not see the dialog. Read elsewhere that this dialog, once turned off (check the box), cannot be turned back on. Thoughts anyone? Glad to be back! -SlimP -
Very Large file size, tried the usual culprits

Hello, I have a gigantic file size that I can't seem to iron out. The file is currently sitting at 13mb+ . I have tried clearing filters, purging the drawing, and even went as far as copying the lines I need to a new drawing. When I copied to a new drawing the file saved as 14mb+. I did a test and deleted everything from drawing, did a purge, and for some reason, the empty drawing is 13mb+. I am at wits end as to why this is occurring, any tips would be greatly appreciated. Due to the file size the drawing is really slow to work with. -
Large Train Tracks, Stalling Computer

Hi everyone. Have been out on the transit job for over a year and finally got time to convert the old primitive track line type to actual rails, ties, and clamps. But this has also added a lot of items to the base file. I opted to use it as an xref instead to improve data speed, but lately it has been taking 2+ minutes to load the file referencing the tracks as an xref. Any tips on how to make the tracks more efficient? Thanks -
I am trying to draw the part as shown in attachment. I started off with the base rectangle whose dimensions are 120 * 42. After zooming out completely, it's still too big and takes the entire screen space. If I draw the rectangle and scale it, say by .5, would I have to scale every other line/circle that I draw from there on individually? Or is there a more efficient way to do this? Thanks a bunch in advance.

Okay so I am working in paperspace with a viewport and when I created it I noticed what apeared to be a very large yellow hatch. When I selected the yellow object it turned out to be a Block created to display gas wells on my map. I then went to model space to investigate only to find that the blocks are all to the appropriate size. I checked to see if there was an annotative scale associated with the blocks and there is not. Also the scale set to the blocks are 100 in model space but for some reason in paper space, they are set to 1.00. If i try to change this scale to 100 it automaticaly corrects it to .004. What could possibly be causing this? (for whom it may concern the gas well blocks look like a circle with lines portruding from it like an abstract sun with an id number below them)
